In October 2022, Indigenous business leaders from across the country met on Larrakia Country to establish the National Indigenous Business Chambers Alliance Working Group.
The Group is a collective of majority-owned Indigenous businesses that advocate for a First Nations-led, place-based approach to growing the Indigenous business sector.
Membership of the Alliance is comprised of active state, territory and regional Indigenous Chambers of Commerce and Industry with First Nations leaders appointed to the Alliance Working Group from various organisations.
The group has committed to a series of actions over the coming 15 months that include meetings, developing a fit-for-purpose corporate model, roadshows and advocacy as it works to settle national priorities for Indigenous economic reform.

First Nations business leaders have met on Larrakia Country to develop a pathway to establish a first of its kind national peak body for the Indigenous business sector.
The National Indigenous Business Chambers Alliance (NIBCA) working group is committed to a 15 month pathway to establish a National Peak Body that will act as the national voice for Indigenous businesses and entrepreneurs.
The NIBCA working group settled initial governance parameters to guide the work of the working group as it moves towards establishing a national peak body by February 2024.

The NIBCA working group appointed Jerome Cubillo and Scott McCartney as co-chairs to lead the aspirations of Alliance members to establish a peak body.
Jerome is a proud Larrakia and Wadjigan man with a diverse professional career across the private, not-for-profit, and government sector and is the current Chief Executive Office of the Northern Territory Indigenous Business Network. He is a staunch advocate for the development of the First Nations business sector and believes that First Nations economic independence and empowerment is crucial to tackling negative social indicators for First Nations People.
Scott is a proud Wotjobaluk man and the current Chief Executive Officer of Victoria’s Kinaway Chamber of Commerce. He has extensive experience in start-up and small to medium enterprise development, relationship management and Scott is driven by the need to develop the Aboriginal business sector, believing that the path to true self-determination relies on the participation, and acceptance, of First Nations People in all levels in the economy.
